Wreston St. James is an architect from Eagleton who has designed numerous parks. He has over 30 years of experience in the field and graduated from the Royal Danish Academy of Fine Arts. Wreston designs Pawnee Commons.

In "Pawnee Commons", Wreston, an architect, submits his park design to Leslie Knope for Lot 48, which was the only decent submission that Leslie received. However, upon learning that the designer, Wreston, is from Eagleton, Leslie staunchly opposes using this design. Leslie and Ben go meet Wreston at one of Eagleton's beautiful parks, and while Ben is instantly adores Wreston, Leslie is less than impressed, assuming Wreston to be just like every other Eagletonian who looks down on Pawnee. Leslie asks Wreston why he wants to design a park in Pawnee, and he insists it's for the people, and says he was inspired by her passionate plea on the radio; Leslie still doesn't believe him. Eventually, at Ben's request, Leslie reluctantly agrees to let Wreston build the park.

Later, two assistants from Wreston's firm arrive with the park model, which proves to be a cruel joke that mocks Pawnee. Leslie angrily throws them out. Ben meets with Wreston at a restaurant to try to figure out what this was all about. Wreston explains that he had nothing to do with the prank; the two assistants went behind his back and presented a model park that was nothing like the park he intended to design, and both of the assistants have been fired. Unbeknownst to Ben, Leslie shows up at the restaurant to get revenge on Wreston; she sprays copious amounts of whipped cream all over Wreston's head, only to learn moments later that Wreston had nothing to do with the prank and he fired the two perpetrators. Leslie quickly flees the scene. Later, Wreston presents them with his real model for the new park, calling it Pawnee Commons. Leslie and Ben love it – it's a celebration of Pawnee's past and present, complete with a Wamapoke-themed playground and food trucks serving cuisine from local restaurants.
