Old Gus is the former Pawnee City Hall shoe-shiner who was replaced by Andy Dwyer after retiring. In his goodbye speech, he tells everyone that he never liked or understood the name "Old Gus", because he had been called that since he was in his twenties. Also appears in episode 2 of season one for a few seconds, with being against the park Leslie and Ann were canvassing for.
