Stuart is Ann Perkins' cranky office mate at Pawnee City Hall. In the episode "The Bubble", Leslie Knope and the other Parks and Recreation Department employees welcome Ann to her new job by filling her new office with balloons. Stuart yells at them to "get these f**king balloons out of here".
