Clarence Carrington is a former Director of the Parks and Recreation Department in Pawnee, Indiana and also the former teacher of homemaking at the William Percy Recreation Center. He declares that "women weren't allowed to teach in his department". He is sexist towards women, believing they aren't fit to be in leadership roles because, according to him, "women need more blood for their baby centers, leaving less for the brain".
